Prologue
Why a codex, in two languages
People come to Toledo for a teaching post or a degree, a job somewhere in the province, a partner or family, or a quieter life within reach of Madrid. Whatever the reason, the first Spanish document they meet is the same one.
Spanish administration speaks its own language: NIE, EX-15, tasa 790-012, cita previa, empadronamiento. We turn each of those words into what you actually have to do, prepare the papers with you and help you walk into your appointment with nothing missing.
The Puerta de Bisagra, the main gate into the old town.
Where to begin
Three ways in
European Union, EEA or Swiss national
No visa needed. Living here beyond three months? File form EX-18 for the certificado de registro, the green paper with your NIE on it.
Your permission comes first: a visa from a consulate, or an authorisation granted here. Then the toma de huellas and the TIE card. Resident in Spain on a British passport since before 2021? Then the Withdrawal Agreement card is yours.
A purchase, a course or a contract asks for the number first. Living abroad? Ask for the NIE alone on form EX-15, in Toledo, in Talavera de la Reina or at a consulate.
14 chapters bound in three quires: one for European passports, one for every other passport, one for life in Toledo and its province. The folio tells you where each chapter begins.
First quire Citizens of the EU, the EEA and Switzerland
Número de Identidad de Extranjero, word by word: the residente and no residente routes, the parts of the EX-15, and the two police offices of the province that assign the number.
A European passport (EU, EEA or Swiss) and a home in Toledo: the categories of form EX-18 in plain English, the proof for each, and the two offices that register you.
Booking the appointment: the Spanish names of the police procedures in Toledo, translated one by one, the screens in order, and how to read the page you receive at the end.
Tasa, modelo, código, casilla: four Spanish words of the State fee you pay for a NIE, a TIE or an EU certificate, then how to pay and what proof to carry.
Second quire Every other passport, British ones included
For residents from outside the EU: what toma de huellas and recogida de tarjeta mean, form EX-17, the papers for the fingerprint visit, and the second visit for the card.
Since Brexit, British means non-EU in Spain: the Withdrawal Agreement TIE for earlier residents, the old green paper, and the visa route for anyone arriving now.
A course or a classroom post in Toledo: the green certificate if you are European, a visa and then the TIE if you are not, and the extension when you stay on.
Married to a European, or their child, parent or partner, and not an EU citizen yourself? The card for family members (form EX-19) and the translated proof of the link.
A flat in the Casco Histórico or a house in Bargas or Seseña: the NIE each buyer needs before the notario, form EX-15 for non-residents, and the poder notarial.
A contract in Toledo, Talavera de la Reina or the north of the province: número de afiliación, alta and autorización de trabajo, three Spanish terms of a first job, translated.
Your home in Illescas, Seseña or Toledo, your job in Madrid: why residence papers follow where you live, the province to book, and what stays the same.
Extranjería Toledo at one address: what the police list there, what the Oficina de Extranjería decides, the hours, the missing phone, and the comisaría in Talavera de la Reina.
The padrón of the Ayuntamiento de Toledo: the four offices that list it, booking online or by phone, the papers for owners and tenants, renewals and confirmations.
Toledo itself
Extranjería Toledo: one building, only by cita previa
The police procedures for foreigners and the Oficina de Extranjería share one building: Ronda de Buenavista 57, 45071 Toledo. The police unit deals with the NIE, the EU certificate, fingerprints and the TIE, and return authorisations; the Oficina de Extranjería rules on permits to live and work. Both work only by cita previa. The only hours published, those of the Oficina de Extranjería, are Monday to Friday, 9:00 until 14:00, and neither official page gives a phone. In the west of the province, the Comisaría de Talavera de la Reina, Calle Carlos Barral 2 (925 721 757), lists the NIE, EU registration and TIE issue.

The order of the work
From your first letter to the appointment
Your case, in your own words
Write a few lines: your passport, where you live or will live in the province, and what the paper is for. We answer by email and name your procedure, first in Spanish, then in plain English.
The papers, translated
You receive the list for your case, each item with its Spanish name and its meaning: the EX form, the casilla on the 790-012, the proof to gather. We complete the forms with you and read every paper before it joins the folder.
A cita previa in the province
We look for an appointment at Ronda de Buenavista 57, or in Talavera de la Reina when it lists your procedure, around your classes, your shifts or your train. Then we read the confirmation with you, line by line.
A margin note for the day
On the eve of your appointment you receive a short note in plain English: where to go, at what hour, which paper comes first, and the Spanish words you may hear at the counter. Afterwards, we point to the next step: the card, the padrón or the Social Security number.
Asked in the margins
Questions readers send us
Cita previa NIE Toledo: where is it booked?
On sede.administracionespublicas.gob.es, the government’s booking website. The first screen asks for the provincia: Toledo. Next comes the trámite that matches your form, and then a free slot. Nothing is charged for booking, and the confirmation states the office.
Extranjería Toledo: where is it, and what does it do?
At Ronda de Buenavista 57, 45071 Toledo. The building holds the police unit for foreigners (NIE, EU certificate, fingerprints and TIE, return authorisations) and the Oficina de Extranjería, which rules on permits to live and work. Both work only by cita previa, and the hours published are Monday to Friday, 9:00 until 14:00.
Is there a phone for Ronda de Buenavista 57?
No official page gives one. policia.es leaves the fields empty, and the Delegación del Gobierno lists only a fax. The Comisaría de Talavera de la Reina, Calle Carlos Barral 2, gives 925 721 757 for its foreigners’ unit.
Huellas TIE Toledo: what do I bring?
The EX-17 with your signature; the pasaporte with its visa, and a copy; one recent colour photo; the tasa 790-012, paid; the resolución, if the authorisation came from an office in Spain; and the justificante de cita. A padrón certificate is useful too.
Certificado de registro UE Toledo: what proves my situation?
It depends on your category: a contrato de trabajo if you are employed; your alta as an autónomo if you work for yourself; bank statements and health insurance if you live on your means; enrolment and health cover if you study. With it go the signed EX-18, your pasaporte or national ID card, and the tasa 790-012 with proof of payment.
Empadronamiento Toledo: where do I register?
In the city, with the Ayuntamiento de Toledo: at Plaza del Consistorio 1, or at its offices in Santa María de Benquerencia, Santa Bárbara and Buenavista. Book at citaprevia.toledo.es or on 925 330 308. Every other town of the province keeps its own padrón.
Beyond the margin
Two firms for what our chapters leave out
This site covers the procedure, the paperwork and the appointment in Toledo. Two independent private firms take on what lies beyond: one plans complete moves, the other files the NIE from a distance. Like us, neither has any link with the administration.
Relocation from start to finish: AnchorLess plans the visa, residence after arrival and the practical side of the first weeks in Spain. It suits teachers, families and workers who prefer a single contact throughout.
The booking is made, and a page in Spanish appears: what each line says, what to check before closing it, and what it means for your morning at number 57.
Spanish administrative words are not hard, only unfamiliar. A translator’s reading of the words that come with the NIE, from asignación to concordancia.
You sleep in Seseña or Illescas and work in Madrid. Why your residence file belongs to Toledo, the order of the steps, and the booking mistake to avoid.
Write a few lines: your passport, where you live in the province and the date that matters. We reply by email, with your procedure named in Spanish and explained in English.
